When a Citroen owner says the dashboard has a problem, they almost always mean the instrument cluster — the panel carrying the speedometer, rev counter, gauges and warning lamps. It is not a passive display. The cluster is a networked module in its own right, taking readings from the BSI and the engine ECU over the car's internal bus and deciding what to show you. That matters because it means a cluster showing nonsense is often reporting a communications problem honestly rather than failing itself. On the C3 the wiring behind the cluster is a known water-ingress point, and damp there produces a spectacular cascade of unrelated warning lamps. Why are multiple warning lights on in my Citroen dashboard?
