What Are Relays?
A relay solves a wiring problem. A fuel pump or a starter needs far more current than an ECU output or a dashboard switch can safely carry, so instead of running heavy cable through the cabin, a small signal energises a coil in the relay and that coil closes a set of heavy contacts near the load. The weak point is the contacts. Every time they open under load they arc slightly, and over years that pitting builds resistance until the relay clicks but no longer passes useful current. On Citroens the fuel pump, glow plug and starter relays are the ones we see most, and heat inside the engine bay fuse box is what ages them.

Where is the fuel pump relay located on a Citroen?
On most C2, C3 and Xsara models it sits in the engine bay fuse and relay box under the bonnet, the unit usually referred to as the BSM. The diagram inside the lid gives the exact position for your car, which is worth checking rather than assuming β facelift models sometimes moved it a slot or two, and the relays either side of it look the same.
How do I test a Citroen relay to see if it is bad?
The quickest field test is a swap: find an identical relay of the same rating on a circuit you can live without, such as the horn, and see whether the fault follows it. If it does, you have your answer for the price of nothing. On the bench, measure the coil resistance and apply 12 volts across the trigger pins while checking continuity through the contacts β a relay that clicks but shows resistance across the contacts is the classic worn one.
