The flexible joint is the short braided section near the front of the exhaust, and it exists for one reason: the engine moves on its mounts and the exhaust behind it does not. Without something to absorb that movement, every gear change and every rocking motion at idle would put a bending load into rigid pipe, and rigid pipe answers that with a crack. Inside the stainless braid is a corrugated bellows doing the actual sealing; the braid outside is there to limit how far it can stretch. Both fail here for the same two reasons β corrosion from the inside where condensate sits, and over-flexing on a car whose engine mounts have gone soft. It is common across the C2, C3, Xsara, C3 Aircross and the TU and HDi-engined C5.

What are the symptoms of a bad flex pipe?
A loud blow or tick that gets worse as you lift off the throttle, exhaust smell inside the car at idle, vibration into the floorpan, and visible fraying of the braid on a hoist. On the C2 and the Xsara HDi the flex is reliably the first exhaust section to fail, so on those cars it is worth checking first rather than last when chasing a new noise.

The correct job is to cut the old section out entirely and weld a new flex in, which is quick, inexpensive and lasts. Any shop offering to patch it is saving you money this month and costing you money next month.
